He did not worry about collateral damage as long as it helped his goals to be achieved, which is similar to Doomfist’s lore.

Doomfist believes that the world must be torn down and rebuilt in order to create a better humanity, and that some innocents must die for a better future to be created. His lack of empathy for the average person bears some resemblance to Kratos’ early days.
