Avalo Pizzaro is one of the Ten Titanic Captains of the Blackbeard Pirates. He possesses the Shima Shima no Mi, a Paramecia-type Devil Fruit that allows him to take control of an island.
Before becoming a pirate, Avalo Pizzaro was the king of an unnamed country. His self-centered and conceited attitude earned him the hatred of the people. They began to call him the “Corrupt King.” Ultimately, he was overthrown and replaced.
9 Donquixote Doflamingo

Donquixote Doflamingo hails from royalty. He is the son of Homing, who was a Celestial Dragon. However, Homing left Marijoa because he wanted to live a normal life. His heart was in the right place, but the decision backfired as people hounded his family.
These experiences traumatized Doflamingo, who had spent the majority of his life being surrounded by servants. After reaching adulthood, Doflamingo returned to Dressrosa and claimed the throne once held by his ancestors. Doflamingo maintained his hold over the country until Luffy defeated him.

Bartholomew Kuma has led an interesting life. He started as a member of the Revolutionary Army, and in a short time, he was respected throughout the organization. Due to unforeseen events, Kuma had to leave the Revolutionary Army.
Not long afterward, he took command of the Sorbet Kingdom. He stayed in power until Bekori returned to oust him. Kuma defeated Bekori, which forced him to become a pirate. Ultimately, Kuma became a test subject for Vegapunk, for Bonney’s sake.
7 Riku Doldo III

Riku Doldo III is the current king of Dressrosa. He is kind, amiable, and willing to put himself in harm’s way for the sake of his people. Riku Doldo III’s reign was cut short by Doflamingo and his crew.
Luckily, the Straw Hats and Trafalgar Law took down Doflamingo and his henchmen. This allowed Riku Doldo III to regain his role. To save other kingdoms from suffering a similar fate, he spoke against the Shichibukai system at the Reverie. Thus, bringing an end to one of the Three Superpowers in One Piece.

Nefertari Cobra was the ruler of the desert kingdom of Alabasta. He was a generous and benevolent individual who always had the best interests of his subjects at heart.
After Crocodile terrorized his kingdom, Cobra voted to dissolve the Shichibukai system during the Reverie. Unfortunately, Cobra was killed by Imu and the Five Elders in Marijoa.

Elizabello is the King of the Prodence Kingdom. Unlike most rulers, Elizabello does not like staying away from action. In fact, he competed in the competition held in the Corrida Coliseum for the Mera Mera no Mi.
Elizabello is also the biggest asset of his kingdom. His immense physical abilities allow him to land a punch strong enough to destroy a fortress with ease. The only drawback of his power is that he needs to do a warm-up for an hour before he can reach the zenith of his strength.

Blackbeard is one of the Yonko, which makes him one of the most powerful characters in One Piece. He is armed with two Devil Fruits, both of which have the power to destroy an island with ease.
For most people, being a Yonko would be sufficient, but not for Blackbeard. In the Final Saga, he revealed that he wanted to make a country of his own and ally with the World Government. The idea is definitely crazy, but it would be unwise to put it past Blackbeard.

Vinsmoke Judge is the ruler of the Germa Kingdom. He also leads Germa 66, which is considered one of the most dangerous armies in the world. Judge is extremely ruthless, and he doesn’t care about human life.
He is a genius scientist who uncovered the Lineage Factor and used it to modify his kids’ genetics, as he wanted them to be his powerful pawns. He was even affiliated with the World Government, due to which he could affect the bounties of other people. But he lost his position after his partnership with the Big Mom Pirates came to light.
2 Neptune
King Of The Ryugu Kingdom
Neptune is the king of the Ryugu Kingdom on Fish-Man Island. He is an easy-going man who is hardly bothered by things happening around him. However, Neptune can become earnest if the situation calls for it.
As a merman, Neptune is well-versed in combat and possesses physical abilities far superior to those of any human. Neptune is adept at using Merman Combat, which allows him to use water as a weapon. Neptune has authority over every single individual on Fish-Man Island. If he were to wage war with someone, they would obliterate almost every kingdom because of their superior strength and Poseidon.
1 Imu
King Of The World
Imu is the occupant of the Empty Throne, making him the ruler of the world. Imu’s existence is a secret to most people. Only the Five Elders know about Imu’s existence, and they do everything in their power to keep the truth hidden.
Imu is the highest authority within the World Government, so they can do whatever they want. Imu is callous, and they have no qualms about putting the populace of an entire island to death. Aside from their authority, Imu also possess some kind of ability that enabled them to injure Nerfartari Cobra, the king of Alabasta. Keeping all these things in mind, there is no doubt that Imu is the strongest king in One Piece.
