A survivor of the Ohara Incident and one of the few people who can decipher the Poneglyphs, Nico Robin has spent all her life searching for clues about the Void Century in Eiichiro Oda’s One Piece. The former chief of CP9 who instigated the Buster Call on the island of Ohara before the start of One Piece, Spandine shares many similar traits with his even more deplorable son Spandam, including his undying loyalty to the Five Elders. In addition, Spandine also took great pride in the high rank he was bestowed within the World Government’s hierarchy, although his incompetence and spineless nature made it hard for others to take him seriously.
He was responsible for preventing Robin from boarding the evacuation ship from Ohara — although this turned out to save her life since Sakazuki destroyed the vessel soon after. Following his failure to pursue and apprehend her during the Ohara Incident, Spandine came to view Nico Robin as a “Devil” and was responsible for reporting her to Fleet Admiral Sengoku.

Charged with capturing Nico Robin for the Beasts Pirates, Black Maria saw the Straw Hats’ archaeologist as a tool to be used in service of Kaido’s goal to reach Laugh Tale and claim the One Piece. As such, she treated Robin with considerable disdain throughout their battle during the Raid on Onigashima in One Piece’s Wano Country Arc.

One of the most memorable antagonists in all of One Piece, Rob Lucci has risen even further through the World Government’s Cipher Pol since his time as a CP9 agent in the Water 7 Saga, to become a key figure in CP0 after the time skip. While he originally harbored some degree of animosity towards Robin by virtue of her being his target, this sentiment ran deeper than it seemed.
In essence, Lucci sees Robin’s very existence as a potential hazard to the World Government’s control over the planet’s political structure, since she alone possesses the knowledge required to uncover the true history of the world. Back in his fight with Luffy in Enies Lobby, Lucci also repeatedly taunted him about killing Robin, illustrating that he sees the act of eliminating her as a necessary task. Since then, he has tried and failed to capture her in Onigashima and Egghead, which will likely only exacerbate his hatred even further.

Ever since she was revealed to be the only survivor of the Ohara Incident, the Five Elders have made it a priority to eliminate Robin, beginning with the massive bounty they placed on her head when she was only a child. In large part, this is because she is one of the few remaining people in the world of One Piece who could uncover the true history that was lost in the Void Century.
In turn, Nico Robin appears to have a deep-rooted sense of fear towards them, since they were the ones responsible for the destruction of her home in Ohara. Following her escape from Enies Lobby, the Five Elders tried to capture Robin during both the Wano Country Arc, and the ongoing Egghead Arc, although both attempts failed.
