Although nothing has been said about it, it’s quite clear that the Man Marked by Flames has to be an incredibly important character in the world, something that Dragon definitely is since he is the leader of one of the World Government’s greatest enemies. Many people think that the identity of this mysterious individual is actually Scopper Gaban of the Roger Pirates since he knew the location of this Poneglyph on Fishman Island and is quite an important character otherwise too.
However, because of all the other information known about the Man Marked by Flames, Dragon fits it more. Firstly, Dragon’s reach is wide spanning as he has agents and supporters all across the known world, so his knowledge of the Poneglyph being on Fishman Island is very possible. Moreover, it is said that the Man Marked by Flames sails on a black ship with black sails and is surrounded by whirlpools that sink anyone who gets too close.
This lines up with Dragon’s own ship and perhaps even his powers, which were teased in Loguetown to be those that allow him to control the wind. Moreover, his name, Dragon, obviously alludes to fire, so the connection to be made here is to the flames themselves, as well as the mark he has on his left eye, implying that at some point, he was ‘marked’ as well!

Back when the Straw Hats visited Loguetown, Dragon made his first appearance to stop Smoker from capturing Luffy. His presence also came with powerful storms which ended up saving Luffy from his execution and provided him with a means of escape from the clutches of the Marines. Since then, fans have always wondered about Dragon’s powers.

In the Skypeia arc, a short flashback revealed that the Shandorans believed in various gods; the Sun God, Rain God, Forest God, and Earth God. Later, in Wano, it was confirmed that the Sun God, at least, actually existed through the power granted to Luffy by his Mythical Zoan Devil Fruit, the Hito Hito no Mi, Model: Nika. Since this reveal, fans have been theorizing that Dragon has also eaten the Rain God fruit that allows him to control the weather! Judging by the brief look fans got at his supposed powers, this could very well be the case.
The Son Of Rocks D. Xebec

Easily the most far-fetched theory of them all, there exists a sliver of a chance that Dragon is actually the son of the legendary Rocks D. Xebec! The reason why some fans believe this is that Dragon looks nothing like either his son Luffy or his father Garp, both of whom actually look quite similar to one another and even have very similar scars around their left eyes. Dragon, on the other hand, has a tattoo.
The reason why some believe him to be Rocks’ son is due to them looking very similar, at least in the few silhouettes of Rocks that have been shown so far, with their sharp faces and long dark hair. Moreover, Garp never directly confirmed that Dragon was his son, only that he is Luffy’s father, which opens up the possibility of their relationship being through Luffy’s mother. Garp has only ever stated that Luffy is the child of his child, never really specifying whether it was Dragon or not.

It’s also not completely out of the question to assume that Garp would have raised Rocks’ son as his own. This is because he already did this with Ace after Roger died, when Roger even said to Garp through his prison cell that he knew Garp would do it. Perhaps the reason Roger said this was because his Marine rival had done it before! This proved that even though he was their enemy, Garp was still willing to raise a son whose father was an enemy of the Marines and the World Government!
