Sea of Stars has a lot of little hidden items and secrets. One of these is the Quiz Master, an entity that asks you questions. He can be found in the Town of Lucent along the water. If you bring him a question pack, he will ask you the questions from it, then reward you with items when you answer questions correctly. If you collect all the packs and answer all the questions, you can also earn a Flimsy Hammer as well as an achievement. Question Pack number 9 is located in four pieces all over Serai’s world. In order to get it, you’ll need to get the four Data Strips from these locations:
The first location is in the Cerulean Reservoir, which is located on the same island as Serai’s home, a little to the east.
When you enter the Speedball Network Station, look for a treasure chest on the left side of the ball.
Inside the room with the rolling eyeball puzzle in the Fleshmancer’s Lair, look for a treasure chest in the upper right-hand part of this screen.
The final Data Strip is hidden in a drop down right next to the entrance of Repine. You can either get there by walking into the alley to the left of the right-most stairs on the bottom level, or you can jump down from the roof of the weapon and armor shop.
Once you have all four Data Strips in hand, go to Serai’s house in Repine. Interact with the desk to the left of the room, just at the top of the stairs in her house. It will say “Decryption console online. Please present any Data Strips you may have.” If you give it all four, Cedric will say “There is now enough data to extrapolate encryption pattern.” Cedric will then print you a Cypher. Take the Cypher into the Weapon and Armor shop in Repine, then use it on the door on the right side of the store, opposite of where the Merchant is sitting. The door will open, reveling a room with two treasure chests. One will have the armor called the Cosmic Cape, and other will have Question Pack 9 inside.

To get the final Question Pack, the 11th one, you’ll need to have beaten the game at least once. Once the credits are done rolling, press the Continue button, then make camp in the world somewhere after getting Garl back. Talk to Garl in camp, and he will give you the Hook of Time. Take the Hook of Time to the Fish Dungeon on Still Pond Island. Now that you have this magic Hook, you can open the door to the Fish Dungeon. Use the fishing pole to hook the glittering rock, then reel it in to open the door. Take down the fish enemies inside, then continue through the dungeon until you reach a pond with a bunch of fish and one golden fish. In order to catch the golden fish, you need to jump into the water and interact with it.
This will give you the Fish Key; use it on the glittering fish head at the top of this screen. It will open the next door, allowing you into the pond that holds Chef Fish. In order to catch Chef Fish, you need to draw him toward you with the fishing lore without letting him catch it until he is super close to the pier. It has been written on the Sea of Stars Reddit that you can catch him easily if you have the fully upgraded fishing pole, but that is not confirmed. Here is a video of how to catch him with the first method:
