All Free Characters in Wuthering Waves & How to Get Them

In Wuthering Waves, players will mostly be restricted to unlocking new characters through the Banner mechanic, which resembles a gacha system. By expending Astrites, you receive Tides, which you can then use as gacha tickets to roll within a Convene of your choice. Both Tides and Astrites can be obtained from multiple sources, such as some shops, events, and missions. 160 Astrites can be traded for one Radiant Tide, one Lustrous Tide, or one Forging Tide.

Radiant Tides can be used within the Character Event Convene
Forging Tides can be used within the Weapon Event Convene
Lustrous Tides can be used within the Novice Convene, Character Permanent Convene, and Weapon Permanent Convene.

However, there are also a select few characters who can be obtained for free at various points of the game through story unlocks and in-game, without the need for the Banner system at all.
