A comprehensive list of Fallout 76 4-Star Legendary effects has surfaced online, having been datamined from the game’s latest beta build. Some of the 18 effects detailed in the leak sound so ridiculously overpowered that it seems likely they’ll get nerfed before making their way to Fallout 76.

4-Star Legendary effects were originally announced three and a half years ago, as part of the Fallout 76 2021 content roadmap. The initial plan was to have them debut in the Invaders from Beyond update. And although they were featured in the experimental version of that patch that was available via the game’s Public Test Server (PTS) in 2021, the feature itself was never implemented into the main branch of the live-service RPG.

4-Star Legendary Effects Datamined From Latest Fallout 76 PTS Build

Bethesda, for its part, has yet to officially say anything to suggest that it’s still working on bringing 4-Star Legendary effects to the game. But dataminers have recently uncovered some fairly conclusive-looking evidence that suggests that is indeed the case. Specifically, the most recent Fallout 76 PTS update that rolled out in late September 2024 contains references to 18 4-Star Legendary effects. Ten of them are reserved for weapons, while the remaining eight are armor traits.

Both groups include some extremely OP stuff. E.g., Bethesda is apparently testing an armor effect called Limit-Breaking, which reduces the cost of critical hits by 10%, up to 50% for a full set of armor with this trait. Combined with the Critical Savvy perk card, which reduces the AP cost of crits by 45% at rank 3, the Limit-Breaking effect seems to have the potential to elevate critical hit spam builds in Fallout 76 to a whole new, never-before-seen level.

Leaked Fallout 76 4-Star Legendary Armor Effects

  • Limit-Breaking: each worn armor piece reduces the cost of critical hits by -10% (up to 50% on full stack)
  • Battle-loader’s: 15% chance to instantly reload when bashing enemies (up to 75% chance on full stack)
  • Bruisers: melee weapons deal +5% bonus damage (up to +25% on full stack)
  • Miasma’s: When hit, a poisonous dot cloud harms nearby targets for 10s (dot dmg increases per equipped piece)
  • Molerat’s: HP regenerates slowly while in interiors (up to 5pt for full stack)
  • Ranger’s: ranged weapons deal +5% bonus damage (up to +25% on full stack)
  • Runner’s: AP sprinting cost reduced by -20% whilst outdoors (up to 100% on full stack)
  • Tanky’s: – Standing still nullifies ballistic damage by -15% for 10s (20s cooldown) (Up to 75% on full stack)

As far as the leaked weapon traits are concerned, one 4-Star Legendary effect that immediately stands out is Conductor’s, whose description states that critical hits fully restore both action and health points. This would essentially serve as god mode even if used with a build that is in no way optimized for spamming critical attacks, like one that, e.g., makes use of Limit-Breaking armor. As such, Conductor’s seems extremely unlikely to make its way to the game without a nerf or three. One way in which Bethesda could potentially balance the effect would be to only give it a small chance to process on each critical hit, though even a low restoration rate could ostensibly turn out to be overpowered.

Leaked Fallout 76 4-Star Legendary Weapon Effects

  • Bully’s: +50% weakspot damage outside of vats
  • Conductor’s: Crits fully restore AP&HP
  • Electrician’s: When reloading, emit a shock wave that stuns nearby targets for 5s (10s cooldown)
  • Encircler’s: Increases damage based on the amount of mobs around you
  • Fracturer’s: When crippling limbs, they explode and deal up to 150 explosive damage to nearby targets
  • Pin-pointers: 25% damage when targetting enemy limbs (arms, legs)
  • Polished: The greater the equipped item condition (+100%) the greater the weapon damage, up to 60%
  • Slayer’s: +50% damage against legendary and raid combatants
  • Stabilizer’s: improves recoil + stability by 50%
  • Viper’s / Pyromaniac’s: When a combat target is burning/bleeding, deal +50% bonus damage

Fallout 76 May Finally Deliver Its Full 2021 Content Roadmap in 2024

As is always the case, there are no guarantees that these datamined traits will actually end up being incorporated into the game. Regardless, 4-Star Legendary effects are one of the only two remaining features from the 2021 content roadmap that are still not available to players. The other is a Fallout 76 pet system, which has just been announced as finally coming to the RPG during the Tokyo Game Show 2024 Xbox presentation on September 26. Specifically, Fallout 76 Creative Director Jon Rush said that pets are coming to the game in late 2024.
